To properly implement corporate social responsibility (CSR), this Company establishes the following CSR policies to implement our corporate social responsibilities in accordance with paragraph 1 of Article 6 of the TXC Corporate Social Responsibility Best Practice Principles:

  1. To integrate internal and external resources to promote various social charitable activities.
  2. To comply with various operational and governance requirements to ensure the rights and interests of shareholders.
  3. To comply with various environment, safety, and health (ESH) standards to maintain Earth’s sustainability.
  4. To establish an organization for promoting CSR and invest in relevant resources in order to achieve our CSR objectives.
  5. To continuously fortify various functions in accordance with domestic and international CSR-related laws and regulations.

In addition to investing in various resources by this Company, we need the care and concerted efforts of employees to implement and achieve the CSR policies. To ensure the effective implementation of the above polices, TXC has established the “Corporate Social Responsibility Management Committee” chaired by the vice president of the TXC Administration center to promote and implement CSR affairs within the company in collaboration with the expertise of individual departments.

 

Under the Corporate Social Responsibility Management Committee there are eight teams of sub-committees to promote and implement CSR with TXC. The chief and functions of these teams are described as follows:

  1. Governance Team:
    以Chaired by the CFO, the Governance Team promotes corporate governance to improve the management concerned and integrate relevant internal resources to ensure all requirements in the CSR evaluation are adequately and effectively implemented and all operations comply with relevant statutory and regulatory requirements.
  2. Labor-Management Sub-Committee:
    Chaired by the vice president of the TXC Administration center, the Labor-Management Sub-Committee is the coordinator between labor and management and represents the management at labor-management meetings held with labor representatives at planned intervals to ensure the management is qualified to make decisions.
  3. Occupational Safety and Health Sub-Committee:
    The vice president of the TXC Administration center also combines the legal affairs, plant affairs, general affairs, health affairs, and human resources units and relevant resources and represents the management at occupational safety and health meetings held with labor representatives at planned intervals to take care of the organizational ESH affairs.
  4. Green Product Team:
    Green products free from environmental problems have become a universal value. Chaired by the CTO, the team leads the R&D team to ensure materials used in all developing products comply with various environmental standards.
  5. Supplier Management Team:
    As part of the electronics industry chain, TXC must abide by the EICC Code of Conduct. The team chaired by the chief of the Supply Chain Center implements awareness education and necessary audits on upstream and downstream suppliers having business with TXC in order to ensure their compliance with the EICC Code of Conduct. The team also arranges awareness education for suppliers on other standards or legal requires, such as AEO, OHSAS, and FCPA, to be abided by the electronics industry.
  6. Energy Conservation Team:
    Creating a low-carbon society through energy conservation is one of the missions of industry. In particular, after the consensus over the Paris Agreement of 2015 that will take effect at the end of 2016, conserving energy and reducing emissions to comply with Taiwan’s Greenhouse Gas Reduction and Management Act has become the prime mission of domestic enterprises. Headed by the chief of the Manufacturing Center, the team takes care of all energy conservation activities of TXC to ensure compliance with relevant legal requirements in order to work for a low-carbon environment.
  7. Risk Management Team:
    Operational risks accelerate and increase in line with environmental changes. Therefore, how to deal with the uncontrollable system risks and prevent the avoidable non-system risks are exceptionally important. This team chaired by the CFO analyzes relevant risks in order to avoid financial risks as much as possible. The assistant vice president of the Quality Assurance Center takes precautionary actions and quick handling of various emergencies.
  8. Social Engagement Promotion Team:
    The work contents of the Social Engagement Team represent the external CSR. The chief of the Administration Center chairing the team makes the best use of the organizational resources assigned to improve TXC’s organizational image and takes care of every unit and individual in need in the assistance of the chief of all other centers.

After the TXC Charitable Foundation is established (scheduled in Q1 2017), relevant work will be re-adjusted to make full use of the foundation resources. The following shows the organization chart of the Corporate Social Responsibility Management Committee:

CSR covers all various corporate functions. Internally, it emphasizes legal compliance and care for the rights and benefits of shareholders. Externally, it combines upstream and downstream suppliers to offer resources to create a smooth and harmonious society. Therefore, in addition to the internal functions of each team, we have established three main foci for CSR implementation in hopes of covering both internal and external corporate social responsibilities without missing anything.

To implement CSR, this Company has established the following three foci based on our CSR policies and contents. By combining the organizational resources assigned each year with external resources, we try our best to achieve all CSR goals. The three main foci of CSR implementation include:

  1. Promoting education for the young:
    We will achieve this goal by sponsoring two following activities:
    Activity sponsorship: We will sponsor activities relating to the morality, intelligence, physical, socialization, and aesthetics education of elementary schools in Beitou and Pingzhen.
    Love Parents Award and Progress Award sponsorship: Based on the chairperson’s expectation, we will offer one love parents and one progress awards for each selected school in Beitou and Pingzhen.
  2. Encouraging innovation and promoting research
    We will team up with universities, civilian groups, and business entities to promote activities that deepen research education and encourage innovation, such as thesis and dissertation contests, publications, printed matter, legal education, and speeches.
  3. Emergency assistance and care for the vulnerable:
    We will support relevant activities of the following two types of groups:
    Vulnerable groups: To deal with all kinds of occurrences caused by social changes and the sudden changes in the survival social environment and offer appropriate support to vulnerable groups nearby the company, we planned to provide care (year end, universal salvation ceremony, and Mid-Autumn Festival) for low-income families in four boroughs.
    Social welfare groups: Care for orphanages and homes for the disabled, groups helping people with sudden family changes.

 

Apart from requesting the chief of the teams and sub-committees of the Corporate Social Responsibility Management Committee to report performance to the board of directors at the end of year, we report the status of implementation of relevant work and the resources demand to the chairperson and the president from time to time and timely capture the progress of missions and provide necessary resources.

The “promoting education for the young” is the most important CSR activity of this Company, given that education is a long-term goal and people the foundation for future development, and no one will become a talent and no progress will be made in the absence of sound and well-planned education. According to Guanzi, it takes ten years to grow a tree but a hundred years to education people. While primary education and teachers giving primary education concern us most, we have been sponsoring art, cultural, physical education, and music activities relating to the morality, intelligence, physical, socialization, and aesthetics education of elementary schools ever since started promoting CSR in 2004. Despite of limited resources and capacity, we have spared no effort to focus on education for the young over the past 13 years or so based on the belief in “devoting faith to what should be done and devoting energy to what can be done,” in order to benefit schools near our locations in Beitou, Taipei, and Pingzhen, Taoyuan. Although the results are not outstanding but have contented our humble wish.
