Given the global trends for carbon emissions reduction, March 4, 2010 Taiwan EPA proposed additional targets for reducing CO2 emissions by 210 million tons within a decade. In response to these global environmental trends and to aid in meeting our domestic greenhouse gas reduction strategy requirements, to achieve sustainable development of energy and carbon reduction goals, we are cooperating with public policies to deploy comprehensive corporate greenhouse gas inventories, to better understand our emissions status, and deploy appropriate measures to help reach CO2 emission reduction targets. Over 2010 TXC adopted standard ISO14064 procedures to conduct an inventory of our 2009 operations-generated greenhouse gas emissions, completing BSI Greenhouse Gas Inventory verification procedures, achieving ISO14064-1 verification opinion statement, and establishing annual routine inventories hereafter. These inventorying efforts were aimed at determining a comprehensive scope of corporate greenhouse gas emissions, and estimating overall emission, to provide a basis for reduction improvements. So we will continue our best efforts at inculcating the highest standard environmental protection systems, with widespread promotion throughout our upstream and downstream supply chains, in the hope of allowing all phases of our operations to provide for carbon reducing efforts, contributing to broad environmental stewardship and compliance with international environmental regulations, through the following specific measures:
Greenhouse Gas Inventory Process
Emissions boundaries
We have consulted the ISO 14064-1 standards and the World Council for Sustainable Development / World Resources Institute (WBCSD/WRI) Greenhouse Gas Protocol in establishing our geographic boundary limits, employing operational control to assign responsibilities within our organizational emission boundaries, providing direct and indirect emission assessments for the Pingchen facility, Beitou headquarters and Farglory Free Trade Zone.
Inventory Results
TXC will implement routine greenhouse inventory of an integrated organization every year, with "good" accuracy ratings for all our obtained data. For the future, we will not only continue to promote greenhouse gas emission control to reduce costs, but also look forward to reaching a balance between resource efficiency, energy conservation, and environmental protection, for sustainable energy development, working together with the industry to advance an economy and society-wide low carbon presence, while also striving to adhere to the following two focal points:
Promoting energy conservation and reducing electricity consumption
Improving equipment efficiency, ensuring good equipment maintenance, and reducing freon and refrigerant escape.
Greenhouse Gas Emissions
In response to requirements to protect the earth by reducing greenhouse gas emissions, while personnel and production lines continue to increase, resulting in concomitant overall increased energy consumption and greenhouse gas emissions, we have nevertheless been able to deploy green friendly architecture in our facilities and energy-saving features throughout our electricity systems, so that the rate of energy consumption increase has been reduced and effectively controlled within acceptable guidelines, and we expect to continue to enhance efforts to improve our electricity control systems and water resource reutilization, moving closer to our ultimate objectives of reducing and practically monitoring and controlling our energy usage, increasing industrial water reutilization, and reducing greenhouse gas emissions, to better meet global environmental concerns.

Product Carbon Footprint Inventory
In 2010 TXC conducted our 2009 7M series carbon footprint inventory based on the PAS 2050 standards, which involve product life cycle emission inventorying across the scope of raw material extraction activities, manufacturing, quartz crystal production, packaging and customer delivery phases. Inventory items include direct (category 1), indirect (category 2) and other greenhouse gas emissions (category 3).
Afterwards our carbon footprint results are presented to TEEMA for carbon certification, we can not only advise our clients of our respective product life-cycle CO 2 emissions, but also undertake our CO 2 reduction strategies, as part of our corporate commitment to promoting carbon reduction policies, enhancing our resource utilization value, and thereby achieving optimal energy-efficiency. As we deploy thoroughgoing sectoral emissions analyses, the production processes naturally occupy the primary position, so as we confirm “energy resources” to be our largest emissions source, from 2011 the firm has begun deploying our “Energy Management System” (ISO50001), in hopes of reducing our overall corporate energy consumption.

Carbon neutrality
With the growing severity of global warming, a trend of energy conservation and carbon reduction has started in recent years across the world. Corporate entities have started with GHG inventory and made progress from product carbon footprint and gradually advanced to carbon neutrality. The concept involves comprehensive carbon management and reduction measures in conjunction with external credit in order to prevent the net increase of GHG emission in the atmosphere from products or activities, thereby achieving the ultimate goal of “zero carbon”.
Results of carbon footprint calculations are verified by the Taiwan Electrical and Electronic Manufacturers’ Association, which would then issue carbon label to the company. Carbon labels not only allow customers to have a clear understanding of the CO2 emission generated by a product during its lifecycle but also facilitate CO2 reduction policies. TXC pledges to continue with its promotion of energy conservation and carbon reduction policies by optimizing the use of materials in order to achieving better energy efficiency. Emission analysis of the Company’s various operations identified manufacturing processes to generate the bulk of TXC’s carbon emission and after further analysis of TXC’s processes, we have identified “energy resources” to be the primary source of emissions. And as such, the Company has launched the construction of “energy management system” (ISO50001) in 2011 in the hopes of fully reducing the Company’s energy consumption.

The initial phase of carbon neutrality requires the calculation of the Company’s carbon footprint. Carbon neutrality inventory for the organization can be implemented in accordance with standards such as ISO 14064 and GHG protocol; carbon neutrality for products, services, organization and activities shall be conducted in accordance with standards including the Product and Service Carbon Footprint Calculation Guide and PAS 2050. |

This step involves various carbon reduction measures, including process improvement, replacement of energy-saving equipment, using renewable energy, reduce imported raw materials and so forth to achieve carbon reduction. |

After achieving product carbon neutrality, TXC would complete the registration on the Carbon Neutrality Registration Management Platform developed by EPA to fulfill its corporate social responsibilities.
